i think beckyloo4 is spot on. and yes - APEX darts are perfectly acceptable.

new boards do have a period where you are "Breaking them in", and you can expect extra fall-outs until there is some wear on the board.

do use a potatoe or a shotglass of water to dip the darts into between innings. also, make sure that the darts are sharp. if they've been falling out, they may be hitting the floor and losing some of their sharpness, which would make them even more prone to fall out - so you've got a bit of a vicious cycle going on.
